With reference to your letter
(No.38495) of the 27th of October 1911 and
to previous correspondence, I am directed
by Mr.Secretary Harcourt to transmit to you
to be laid before Secretary Sir Edward
Grey, the accompanying copies of despatches
from the Governor of Hong Kong respecting
the status in China of British subjects of
Chinese race; on which he desires me to
offer the following observations.
2. It will be seen that in his
despatch of the 16th of October, Sir
F.Lugard states certain general considera-
tions which must be taken into account in
